Submit a planning application

The ODA will accept planning applications either electronically (which is the preferred method), by mail or in person.

The Planning Portal

The ODA uses the Planning Portal, which is the Government's planning resource. To make an application you will need to register with the Portal. Visit the Planning Portal

You can use the Planning Portal to:

  • learn about the planning system;
  • get help on how to submit an application, the information needed and the planning fee that must accompany an application;
  • prepare and submit a planning application;
  • produce a site location plan to accompany your application, Every planning application needs a site location plan and block plan showing the location and boundaries of the site you are planning to work on. You can use the Planning Portal's 'Buy a Plan' service to ensure that you meet our requirements, whether you are a planning professional or first-time applicant.

  • find out about development near you appeal against a planning decision; and
  • research the latest government policy.

Once you have prepared your planning application on the Planning Portal website, you may submit it to the ODA Planning Decisions Team electronically via the Planning Portal or print it and send it to us by post.

The following types of application should be submitted to the relevant local authority in the normal way:

  • Application for Certificates of Appropriate Alternative Development.
  • Application for Certificate of Lawfulness of Proposed Use or Development.
  • Application for Certificate of Lawfulness of Existing Use or Development.
  • Application for Prior Approval.

Validation of Planning Applications

To support the use of the standard planning application form 1APP which was introduced in April 2008, the Government also introduced new information requirements for the validation of applications. View the ODA Local Planning Authority List of Planning Application Requirements for Validation.

Accepted methods of payment

Your planning application must be accompanied by a fee that is set by the Government (details of the fee are set out on the Planning Portal). You can pay by cheque (made payable to the "Olympic Delivery Authority") OR contact us to arrange a bank transfer on 0208 430 6020.
