London 2012 - ODA starts search for energy providers

Plans to integrate the Olympic Village with Stratford City and support the long term regeneration of the area took a step forward today with the start of the search for contractors to build new utilities and infrastructure in the area.

The new utility infrastructure will provide the energy capacity to support the London 2012 Olympic Games and Paralympic Games and the long term development of this area of East London.

The Olympic Delivery Authority (ODA) announced the requirements for utilities services for the Olympic Park and Stratford City development. These include electrical, gas, water, sewerage, telecom duct networks, energy centres (combined cooling heat and power plants with biomass boilers) and heating and cooling water pipework.

ODA Director of Infrastructure and Utilities Simon Wright said:

"We want to make sure we have the energy infrastructure we need to not only fuel six weeks of world class sporting action, but the lasting regeneration of the area for many years to come.

"Only by building new utility networks and the associated infrastructure can we make sure the local community can grow to its full potential. Doing this together with Stratford City Development Ltd ensures that we are integrating planning for the Games with long term regeneration from the very beginning."

The ODA are procuring utilities services jointly with Stratford City Development Ltd (SCDL). The Olympic Park and Stratford City sites have a significant boundary interface and there will be economies of scale to be gained by a joint approach to utilities provision.

The scope of the contract is issued in seven lots and bidders are free to express interest in one or more lots.

The value of the contract will be decided in consultation with bidders in relation to potential income streams likely to be available which will fund the capital investment.

Specifically, the ODA and SCDL are seeking to procure the following scope of services:

  • To undertake the design, construction, finance, ownership and operation of utility infrastructure and services for the Olympic Park, Stratford City and possible adjacent developments;
  • To design and construct integrated energy, water and telecommunication infrastructure within a common utility corridor;
  • To install, own and operate Energy Centres to provide power, heat and cooling services, including renewable energy services that enable ODA and SCDL to fulfill the commitments they have entered into;
  • To be an interface with the stakeholders concerned with the regeneration of the Lower Lea Valley including the relevant London Boroughs, the London Development Agency, London Thames Gateway Development Corporation and other private sector developers as appropriate to ensure co-ordinated installation of assets and timely deployment of utility infrastructure and services required by the ODA and SCDL and where viable interface with adjacent developments;
  • To operate the relevant assets and infrastructure to provide utility services required by the ODA and SCDL.
The procurement will be split into lots as follows:

  • Lot 1: Electrical network.
  • Lot 2: Gas network.
  • Lot 3: Water network.
  • Lot 4: Sewerage network.
  • Lot 5: Telecom duct network.
  • Lot 6: Energy centres.
  • Lot 7: Heating and cooling water pipework.

The Utility partner or partners will be eligible to provide additional works and associated services including possible adjacent developments, which may be requested by ODA or SCDL, which are necessary for the efficient utilisation of the infrastructure elements included in the scope and to facilitate the management of the utility corridor. The ODA reserves the right to consider such additional works and utility services, proposed by the applicants in compliance with EU Directive and Public Contracts Regulations.

3. The contract will be awarded in September 2007.

4. An OJEU notice for a Primary Sub Station forms a separate procurement and a contract notice has been issued (refer to website for dates etc, PQQ and EOI returns are expected 11/12/06) with a contract award in April 2007.
