ODA Board sets up Risk Sub-Committee

A Risk Sub-Committee, chaired by Sir Peter Mason, has been set-up by the Olympic Delivery Authority (ODA) Board.

The ODA has already established Board Sub-Committees covering areas such as Audit, Planning and Communications. The terms of reference for the Risk Committee can be found below and the full membership of the committee will be agreed by the Board in due course.

Acting ODA Chairman Sir Roy McNulty said: "The ODA has made a very strong start, hitting all our major milestones to date.

"As we mature as an organisation we must ensure we have all the building blocks needed for good corporate governance. The Risk Sub-Committee, as with all the other sub-committees already established, will give support, guidance and advice in their area of expertise to the Board going forward.

"I am very pleased that Sir Peter Mason, who joined the ODA Board earlier this month, has agreed to chair the Risk Committee and utilise his extensive experience in the construction sector."

The ODA also announced that it is to publish short summaries of monthly ODA Board meetings, starting in November and backdated to the first meeting of the Board in May this year.

The summaries will be published on the London 2012 website.

The summaries will capture the main issues on the project that the Board are focussing on that month and will aim to give the public more information about progress on planning for the Games, including key milestones on the project as they are met.

1. Sir Roy McNulty, who is acting Chair of the ODA, has been Chairman of the Civil Aviation Authority since 2001. Previously he was Chairman of National Air Traffic Services (NATS) from 1999 to 2001, and prior to that he was Chief Executive and latterly Chairman of Shorts Brothers plc, the Belfast-based aerospace company. Sir Roy has also been President of the Society of British Aerospace Companies (1993-1994), and Chairman of the Department of Trade and Industry Aviation Committee (1995-1998).

2. Sir Peter Mason, previously Chief Executive of AMEC, took up his Board position on 2 October, after his retirement from the company this year and the completion of the tendering process to appoint a delivery partner to work with the ODA.

He brings considerable experience from his long career in engineering and construction and will join the 12 members appointed by Tessa Jowell on 12 April.

Sir Peter Mason KBE was until recently Chief Executive of AMEC plc, the international project management and services company. He is also the senior non-executive director of BAE Systems plc (from January 2003) and was appointed to the Treasury/DTI Asia Task Force in 2005. He was a board member of British Trade International from 2000-2005, and awarded a KBE in 2002 for services to international trade. Prior to joining AMEC in February 1996, Sir Peter was an executive director of BICC plc and chairman and chief executive of Balfour Beatty Limited. He held a number of appointments in the engineering and construction industry before he joined Norwest Holst in 1980. Three years later he became managing director of the company's civil engineering division and in 1985 he was appointed chief executive of Norwest Holst Group PLC. He held this position until he joined BICC in 1992.

3. The terms of reference of the Risk Committee are summarised below:

  • to consider and make recommendations to the Board in respect of any expenditure that ultimately requires DCMS approval;
  • to advise the Board on all major contracts that the ODA intend to enter into, considering:
    • cost
    • time
    • specification
    • sustainability
    • legacy
    • stakeholder governance
    • contract terms
    • health and safety
    • security

  • in respect of the Projects and Contracts that come before the Risk Committee, to consider the Risk Management implications and advise the Board accordingly;
  • To review the ODA risk register, monitor and challenge risk management performance and report any significant issues to the Board;
  • To satisfy itself that the ODA has an effective Health and Safety, and environmental policies, procedures and systems to discharge legal responsibilities and control risks; and
  • To periodically review the ODA management resources to ensure it is sufficient to achieve its objectives and to oversee the Delivery Partner contract that provides expert project management support
