The Olympic Delivery Authority (ODA) today set out the steps it has taken to maintain the integrity of the procurement process for one of the biggest Olympic Games and Paralympic Games contracts to be let this year.
Four organisations (Bechtel, CLM, G3 and Legacy) have been shortlisted to take on the role of Delivery Partner, which will work with the ODA to manage the programme to build the London 2012 Games venues and infrastructure.
David Higgins, Chief Executive of the ODA, said: "The Olympic Delivery Authority has operated a thorough and detailed evaluation process involving a large team, with no one individual, externally or internally, able to determine the final outcome. The ODA is spending public money and has a duty to ensure the process on this major contract is as robust as we can make it. I am confident we have achieved this."
The ODA has published a detailed explanatory note setting out the thorough evaluation process that is being undertaken by a team of in-house and independent advisers, most of whom are off-site in secure offices in the City.
Under the new 'competitive dialogue' procurement procedure recently introduced by the European Union, shortlisted bids have been scored on their submissions in a range of areas. They include expertise of personnel, ability to work in partnership with the ODA, ability to deliver effective management tools and systems and the proposed commercial and contractual arrangements. Bidders also participated in team simulation exercises and gave an oral presentation to members of the ODA senior management team.
The ODA has set up an independent review body, a Compliance and Oversight Group (COG), as an additional means of ensuring the integrity of the selection process. COG's role is to review the overall process and to offer advice and support to the ODA's tender evaluation team. COG members are respected individuals drawn from the private and the public sector.
The evaluation process determines the successful bidder, the organisation which has demonstrated that they have submitted the most economically advantageous tender. If the ODA decides to award the contract the winning organisation's bid is submitted with a recommendation for approval to the ODA's relevant stakeholder bodies which include the ODA Board, the Greater London Authority, the Department of Culture, Media and Sport, and HM Treasury.
A decision on the successful bidder is expected in early September.
