ODA announces its Procurement Policy at Leeds Business Summit

The Olympic Delivery Authority (ODA) today launched its Procurement Policy at the Leeds Business Summit - part of the 2012 Roadshow.

It has been developed through consultation with major stakeholders involved in the commissioning and delivery of the London Olympic and Paralympic Games in 2012. The Policy will be open to public consultation until the autumn.

Speaking at the Summit David Higgins, ODA Chief Executive said:

"The ODA faces the challenge of delivering the new venues and infrastructure in a sustainable way for the Games and the legacy on time and to agreed budget. To do this, it will need to procure and manage the delivery of goods and services in a way that enables it to deliver in a cost effective way, to benefit from the innovation and creativity of its suppliers and to help realise the aspirations and commitments set out in London's bid and Olympic vision. We also need to ensure we procure in a sustainable and environmentally responsible way.

"I believe our procurement policy will help us deliver an exceptional Games and legacy. The ODA has a finite lifetime. Our work programme can be the catalyst for change across industry and it is my hope that the standards we set will encourage continuing improvements and innovation to 2012 and beyond."

The Procurement Policy has been prepared using the best industry and public procurement practice as codified by the Office for Government Commerce ("OGC") and tailored to meet the specific needs of the ODA. It is structured to assist the ODA to comply with the Public Contracting Regulations and the requirements of OGC GatewayTM Reviews which will be undertaken at key stages throughout the programme. The Procurement Policy document creates the overall framework guiding the ODA's approach to key procurement priorities.

The ODA is due to announce the appointment of its Delivery Partner later this summer. A crucial part of the Delivery Partner's remit will be help to develop the detailed operational procedures and codes that will govern procurement activity on a day-to-day basis.
