Reward system for Delivery Partner to reflect immovable deadline for Olympic Games

The reward system for the Delivery Partner the key Olympic contract to be let this year will address both risk management and performance - reflecting the immovable deadline of the project - the interim Olympic Delivery Authority announced today.


More than 60 companies have expressed interest in becoming the Olympic Delivery Partner including some of the biggest global names in construction.

The Delivery Partner will play a pivotal role in working with the ODA to deliver the infrastructure within the Olympic Park and the legacy that will endure in the East End of London for decades to come.

Today the interim Olympic Delivery Authority issued further details to all interested parties.

David Higgins, Chief Executive-designate of the Olympic Delivery Authority said:

"This is the big contract for 2006 and critical to the overall success of the project. The response has exceeded all expectations and there is a heavyweight list as we move forward to the next stage of the process.

"This is a significant role and the scale of the challenge is considerable. The document identifies at least 27 areas the Delivery Partner will have to manage. This approach will ensure we combine the best of public and private sector skills as we move forward.

"The reward structure for the successful Delivery Partner will relate to both performance and the management of risk on the project. This is different to many contracts which focus solely on penalizing failure. But there can be no flexibility on the end date as there is an immovable deadline for delivering the project."

Jack Lemley, Chairman of the ODA, has made clear that success in winning the contract will come down to who can put together the strongest team. He said:

"Winning the job will depend on how successful each of the bidders is in corralling the right people into its team. We are going to demand a specific commitment from the bidders that they keep those people on the project.

"We are not going to sit still for a 'bait and switch' where some of the management team disappear down the line."

Only companies with a turnover of £100m or a consortium where each partner has a turnover of £50m will be eligible to apply.

The tender will be taken forward by 'competitive dialogue'. This is the first time this process has been used to procure a contract in the UK, allowing more negotiation between the ODA and a shortlist of bidders than under other procurement processes. Companies need to register formally to participate by April 25. This new process means shortlisted companies will play a part in developing the tender documents.

A 25 page document (to be released on this site shortly)makes clear that the Delivery Partner will be:

  • involved in nearly every aspect of the ODA's work not just delivering Olympic venues and infrastructure, but also, post-Games, the conversion of permanent venues and facilities to legacy use, and removing temporary venues. The DP will lead the design, construction, commissioning, procurement, scheduling and cost management functions for the ODA and the subsequent modifications to convert the venues after the Games.
  • expected to co-locate with the ODA in its offices at One Churchill Place, Canary Wharf
    playing a key role in managing the budget
    managing the supply chain on the ODA's behalf, helping the ODA to fulfil its commitment to delivering long-term benefits to SMEs and the local labour force
