Businesses bidding for contracts will be assessed according to a 'balanced scorecard', with broader themes including security measures, sustainability and legacy.
Launching the policy at a construction industry conference, ODA Chief Executive David Higgins said: "The London 2012 Games will be a showcase for world-class sporting excellence.
"It is also an opportunity to showcase world-class business performance.
"Our key task is to deliver on time and to the agreed budget.
"As we do this we want to work with the best of business and companies that also share our values and objectives, such as sustainability and securing a lasting legacy for east London."
